Basics of establishing the Center for Craft Support, Dual and Vocational Training in Poznan
The challenges of the modern labor market rely heavily on building employment security, understood as equipping people with the right skills to help them find their first or new job, which is influenced by local conditions, qualifications and competences of job candidates as well as their expectations, activity, mobility and a set of interpersonal features.
The Parliament of the Wielkopolska Region adopted a resolution to create 5 organizational units whose task will be to coordinate dual and vocational training. Their name is the Center for Craft Support, Dual and Vocational Training and this is the first such an initiative in Poland.
The first units were established on May 1, 2017 in Poznan and Kalisz, the following were built: in Konin (October 1, 2017), in Pila and Leszno (January 1, 2018).
The task of the Center in Poznan, comprising 11 poviats: Poznan, Gniezno, Wrzesnia, Sroda, Srem, Grodzisk, Wolsztyn, Nowy Tomysl, Miedzychod, and Oborniki, is the professional activation of young people, help in choosing the educational path and cooperation with local entrepreneurs as part of apprenticeships, internships and organizing educational workshops. This goal is implemented by integrating the environment of Entrepreneurs, Craft Chambers and Vocational Schools and other supporting institutions by popularizing the sectoral and dual sector training model.
The multifunctional tasks set for the Center for Craft Support, Dual and Vocational Training in Poznan are to create, above all, favorable conditions for cooperation with employers, schools involved in industry education, Guilds of Crafts and Employment Offices, which will allow the creation of a portal for education and professional information at the level of the Wielkopolska Region.
The Employment Strategy for the Wielkopolska Region for the years 2014-2020 and guidelines included in the Europe 2020 document assume, among others, intelligent and sustainable development conducive to the needs and resources on the labor market in individual poviats and regions. The situation of young people, and in particular graduates of high schools, on the labor market became the basis for analysis and discussion about the connection of the vocational education system with the employment market, which results in the awareness that there is no return from dual vocational education.
Therefore, cooperation between the School and the Employer is an inseparable element of creating the future of a young person and will allow Entrepreneurs to become involved in the teaching process. Employers will have the opportunity to participate actively in education and acquaint qualified employees with practical knowledge in a given industry. At the same time, the Center for Craft Support, Dual and Vocational Training in Poznan as an organizational unit performs information, advisory, educational, activation, support, integration and coordination functions.
The activities carried out by the CCSD&VT in Poznan will allow the creation of opportunities to acquire and place experienced employees on the labor market, thanks to which the balance of supply and demand on the market will be sought.
With reference to the current situation on the labor market, the establishment of the Center for Craft Support, Dual and Vocational Training in Poznan is an added value in the perspective of the next years of professional activity for many young people, as well as an information buffer for Entrepreneurs and Institutions supporting the local economy and the labor market.
